118. Tariqe ke qawaaid.—
Rules of procedure.—

118(1). Is Aain ke Usul ke tehet rehte hue, Qaumi Majlis ke donohi Aewaan chaahe tou apni apni karwaahi ke tariqe ko munazim karne ke liye qawaaid bana sakte hae. 
Each House of Parliament may make rules for regulating, subject to the provisions of this Constitution, its procedure and the conduct of its business.

118(2). Jab tak nukut (1) ke tehet qawaaid nahi bana diye jaate, tab tak Shura e Riyaasaat ke Amiir ya Aewaan e Awaam ke Mukallim, jaesa bhi ma’amla ho, inki qaayam ki gayi tabdilaat aur muwaafiqaat ke tehet rehte hue, is Aain ki nafaazat se fauran qabl Mumlikat e Hind ki Qaanuun-saaz Majlis ke mutalliq tariqe ke jo qawaaid aur oos waqt ke maujuda ahkaamaat jo laagu the wo Qaumi Majlis ke mutalliq bhi laagu rahenge.
Until rules are made under clause (1), the rules of procedure and standing orders in force immediately before the commencement of this Constitution with respect to the Legislature of the Dominion of India shall have effect in relation to Parliament subject to such modifications and adaptations as may be made therein by the Chairman of the Council of States or the Speaker of the House of the People, as the case may be.

118(3). Sadar e Jamhuriya chaahe tou, Shura e Riyaasaat ke Amiir aur Aewaan e Awaam ke Mukallim in dono ke saath mashwara karke, dono Aewaan ki majmui nashist, aur oonke darmeyaan mawaaselaat ke mutalliq qawaaid qaayam kar sakte hae.
The President, after consultation with the Chairman of the Council of States and the Speaker of the House of the People, may make rules as to the procedure with respect to joint sittings of, and communications between, the two Houses.

118(4). Majmui nashist ki sadaarat Aewaan e Awaam ke Mukallim karenge, ya oonki ghaer haaziri me aese shakhs sadaarat karenge jinka ta’ayyun nukut (3) ke tehat waazae kiye gaye tariqe ke qawaaid ke mutaabiq kiya gaya ho.
At a joint sitting of the two Houses the Speaker of the House of the People, or in his absence such person as may be determined by rules of procedure made under clause (3), shall preside.

119. Qaumi Majlis me maaliyaati kaarwaahi ke mutalliq tariqe ka qaanuun ke zariye munazzam.—
Regulation by law of procedure in Parliament in relation to financial business.—

Qaumi Majlis chaahe tou, maaliyaati kaarwaahi ke mutayyin waqt par mukammal kiye jaane ke liye, Qaumi Majlis ke kisi bhi maaliyaati ma’amle ke ya Hind ke Majmui Khazaane se raqam makhsus kiye jaane ki kisi bhi Tajwiiz ke tariqe ko ya inki kaarwaahi ke tarze amal ko qaanuun ke zariye munazzim kar sakti hae, aur, agar aese banaaye gaye kisi qaanuun ke kisi usul ka kisi had tak Qaumi Majlis ke kisi Aewaan ke mazmoon 118 ke nukut (1) ke tehet banaaye gaye kisi qaanuun ke muwaafiq nahi ho tou ya oosi mazmoon ke nukut (2) ke tehet Qaumi Majlis par asar karte kisi qaanuun ya maujuda hukm ke muwaafiq nahi ho tou, zikr kiye gaye usul hi laagu rahenge.
Parliament may, for the purpose of the timely completion of financial business, regulate by law the procedure of, and the conduct of business in, each House of Parliament in relation to any financial matter or to any Bill for the appropriation of moneys out of the Consolidated Fund of India, and, if and so far as any provision of any law so made is inconsistent with any rule made by a House of Parliament under clause (1) of article 118 or with any rule or standing order having effect in relation to Parliament under clause (2) of that article, such provision shall prevail.

120. Qaumi Majlis me istemaal ki jaane waali Zabaan.—
Language to be used in Parliament.—

120(1). Hissa XVII ke kisi bhi pehlu ke baawajood, lekin mazmoon 348 ke tehet rehte hue, Qaumi Majlis ki kaarwaahi Hindi ya Angrezi me ki jaayegi:
Notwithstanding anything in Part XVII, but subject to the provisions of article 348, business in Parliament shall be transacted in Hindi or in English:

Shart ye hae ke Shura e Riyaasaat ke Amiir ya Aewaan e Awaam ke Mukallim, ya koi shakhs jo inki haesiyat se maujud ho, jaesa bhi ma’amla ho, chaahe tou, kisi bhi rukn ko jo munaasib had tak Hindi ya Angrezi me qalaam nahi karta sakta ho tou oose Aewaan ko ooski maadari-zabaan me khitaab karne ki ijaazat de sakte hae.
Provided that the Chairman of the Council of States or Speaker of the House of the People, or person acting as such, as the case may be, may permit any member who cannot adequately express himself in Hindi or in English to address the House in his mother-tongue.

120(2). Jab tak Qaumi Majlis iske bar-aks qaanuun ke zariye koi usul nahi qaayam kare tou, is Aain ki nafaazat ke baad se pandhra saal ki muddat khatm ho jaane ke baad, is mazmoon ka asar aesa hoga jaese ke ye alfaaz “ya Angrezi me” oosme se hata diye gaye hou.
Unless Parliament by law otherwise provides, this article shall, after the expiration of a period of fifteen years from the commencement of this Constitution, have effect as if the words “or in English” were omitted therefrom.

121. Qaumi Majlis me behes par paabandi.—
Restriction on discussion in Parliament.—

Adaalat e Uzma ya kisi Adaalat e Aaliya ke kisi Qaazi ke onke faraaez ki takmiil ke tarze amal par Qaumi Majlis me behes nahi karaayi jaa sakti siwaye tab, jab oos Qaazi ki barkhaastgi ki ilteja ke khitaab ko Sadar e Jamhuriya ke saamne pesh kiye jaane ke liye koi tehriik chal rahi ho, tehriik jo is baab ke baad waazae ki gayi hae.
No discussion shall take place in Parliament with respect to the conduct of any Judge of the Supreme Court or of a High Court in the discharge of his duties except upon a motion for presenting an address to the President praying for the removal of the Judge as hereinafter provided.

122. Qaumi Majlis ki kaarwaahi ki taftiish adaalaat nahi kar sakti.—
Courts not to inquire into proceedings of Parliament.—

122(1). Qaumi Majlis ki kisi kaarwaahi ki sehat par kaarwaahi me kisi ilzaami be-qaaidgi ki bina par sawaal nahi oothhaaya ja sakta.
The validity of any proceedings in Parliament shall not be called in question on the ground of any alleged irregularity of procedure.

122(2). Qaumi Majlis ka aesa koi bhi afsar ya aesa koi bhi rukn jis par is Aain ke zariye ya iske tehet Qaumi Majlis me karwaahi ko munazzim karne ke liye ya ooski kaarwaahi ke tarze amal ke liye, ya waha nizaam barkaraar rakhne ke liye ikhteyaar ho, tou ooska oos ikhteyaar ko istemaal ka amal kisi bhi adaalat ke daaeraye kaar me nahi ho sakta.
No officer or member of Parliament in whom powers are vested by or under this Constitution for regulating procedure or the conduct of business, or for maintaining order, in Parliament shall be subject to the jurisdiction of any court in respect of the exercise by him of those powers.
