Chapter IV.—Special Directives



350. Shikaayaat ke hal ke liye numaaindagi me ist’emaal ki jaane waali zabaan.—
Language to be used in representations for redress of grievances.—

Har shakhs ko ye haq hoga ke wo Markaz ya kisi bhi Riyaasat ke kisi bhi kisi bhi afsar ya mehkame ke saamne kisi bhi shikaayat ke hal ke liye apni numaaindagi aesi kisi bhi zabaan me darj kara sake jo Markaz ya oos Riyaasat me ist’emaal hoti hae, jaha ke mutalliq ma’amla ho.
Every person shall be entitled to submit a representation for the redress of any grievance to any officer or authority of the Union or a State in any of the languages used in the Union or in the State, as the case may be.

350A. Ibtedaayi darje me maadari-zabaan me dars dene ki sahuulat.—
Facilities for instruction in mother-tongue at primary stage.— 

Ye har ek Riyaasat ki aur Riyaasat ke har ek ilaaqaayi mehkame ki koshish rahegi ke wo, aese bachhe jo zabaani aetebaar se kisi aqliyati tabqe se ta’alluq rakhte hae tou, unko ibtedaayi darje tak maadari-zabaan me ta’alim ke dars dene liye munaasaib sahuliyaat faraaham kare; aur Sadar e Jamhuriya chaahe tou kisi bhi Riyaasat ko, jaesa ke unhe zaruri lage ya aesi sahuliyaat ke usul ke tahaffuz ke liye munaasib lage, is mutalliq hidaayaat jaari kar sakte hae.
It shall be the endeavour of every State and of every local authority within the State to provide adequate facilities for instruction in the mother-tongue at the primary stage of education to children belonging to linguistic minority groups; and the President may issue such directions to any State as he considers necessary or proper for securing the provision of such facilities.

350B. Zabaani aetebaar se aqliyaat ke liye Makhsus Afsar. —
Special Officer for linguistic minorities.—

350B(1). Sadar e Jamhuriya zabaani aetebaar se aqliyaat ke liye ek Khaas Afsar ko mukarrar karenge.
There shall be a Special Officer for linguistic minorities to be appointed by the President.

350B(2). Ye Khaas Afsar par farz hoga ke wo is Aain ke tehat zabaani aetebaar se aqliyaat ke liye mataiyyun kiye gaye tahhaffuz ke tamaam ma’amlaat ki taftiish karke Sadar e Jamhuriya ko apni tafseel pesh kare, oon waqfou par jaese ke Sadar e Jamhuriya hidaayat kare, aur Sadar e Jamhuriya aesi tamaam tafseelaat ko Qaumi Majlis ke dono Aewaan ke saamne rakhe, aur jin Riyaasaat ke mutalliq ma’amla ho oon ki Riyaasati Sarkaar ko bheje.
It shall be the duty of the Special Officer to investigate all matters relating to the safeguards provided for linguistic minorities under this Constitution and report to the President upon those matters at such intervals as the President may direct, and the President shall cause all such reports to be laid before each House of Parliament, and sent to the Governments of the States concerned.

351. Hindi zabaan ki taraqqi ke liye hidaayat.— 
Directive for development of the Hindi language.—

Ye Markaz par farz hoga ke wo Hindi zabaan ki taraqqi ko farogh de, taake wo Hind ki mili-juli saqaafat ke tamaam anaasir ke izhaar ka zariya bana di jaaye, aur ooski apni fitrat ke saath mudaakhlat kiye baghaer,ooski afzaaish ka tahhaffuz kare Hindustaani aur Aanthvi Fehrist me darj ki gayi Hind ki zabaano ki banaawat, unke andaaz aur unke izhaar ko apna kar, aur jab bhi zarurat pesh aaye ya munaasib lage tou oske liye alfaaz ka zakhira, awwal tou Sanskrit se aur ooske baad digar zabaanou se, tayyaar karke.
It shall be the duty of the Union to promote the spread of the Hindi language, to develop it so that it may serve as a medium of expression for all the elements of the composite culture of India and to secure its enrichment by assimilating without interfering with its genius, the forms, style and expressions used in Hindustani and in the other languages of India specified in the Eighth Schedule, and by drawing, wherever necessary or desirable, for its vocabulary, primarily on Sanskrit and secondarily on other languages.
